The Rockwall Parks and Recreation Board approved subdivision plats and a site plan affecting two developments and assessed parkland dedication and pro rata equipment fees.
For Phase 3 of Saddle Star South (26 single-family lots), parks staff recommended cash-in-lieu parkland fees of $1,319.66 per lot and pro rata equipment fees of $1,085.53 per lot for a total assessed fee of $64,406.94. The applicant (Pat Atkins of KPA Consulting) elected to pay all parkland dedication fees. A motion to accept staff’s recommendation passed with a recorded vote of six in favor and one absent.
The board then considered the final plat for Erwin (Irwin) Farms (123 lots). Staff reported cash-in-lieu fees of $1,817.70 per lot ($223,577.10) and pro rata equipment fees of $1,495.20 per lot ($183,909.60), for combined assessed fees of $407,486.70. Staff recommended the fees be used toward development of the 50-acre Alma Williams Howard Park master-plan area in Park District 26. The motion to approve the fees passed 6–0 with one member absent.
Separately, the board approved the Erwin Farms site plan (SP2026-008). Staff described proposed private trails and a private park to be maintained by the homeowners association, with sidewalk and trail dimensions (5-foot sidewalks and 8-foot trails) and connectivity to the planned regional park. The site-plan motion, made and seconded on the record, passed 6–0 with one absent.
Parks staff noted the applicants elected to pay the assessed fees and that, in the case of Erwin Farms, funds are recommended for the campus-area regional park master-plan. The approvals are administrative; any use of assessed funds will follow standard capital planning and council appropriation processes.
