Staff recommended the amendment to allow prospective ride‑hailing and autonomous vehicle operators to stage and charge vehicles in a location adjacent to office and employment centers.
Sherry Seruitas of Austin Planning read the PDA amendment request (C14970141.04) and explained staff’s reasoning: the code definition of automotive rentals (which includes rental agencies, trailer rental and taxi dispatching) is the closest existing category for facilities where vehicles would be parked, charged and dispatched. Applicant representative Richard Settle described conversations with prospective operators and said the request was a straightforward fit given the code’s taxi/dispatching language.
Commissioners split on whether the Tech Ridge area is an appropriate permanent location for large parking or staging structures. Commissioner Stern said the area is slated for future redevelopment and that placing a multi‑level parking structure for vehicle staging could conflict with long‑term mixed‑use transformation. Other commissioners argued sites for mobility infrastructure are needed and that placing staging/charging near employment centers supports reduced vehicle ownership and central‑city mobility.
The commission voted to approve staff’s recommendation. Recorded roll call indicated substantial support (seven yes votes with two opposed and one abstention in the roll call); the motion carried and the amendment will allow the LIPDA to list automotive rentals and EV charging among permitted uses for future development and site‑plan review.
