On Nov. 14, 2025, the Hackensack City Council unanimously approved a resolution appointing Timothy J. Hoffman as acting municipal clerk for a 364-day term beginning Dec. 11, 2025, and ending Dec. 10, 2026.
The council voted to adopt the resolution after the mayor read text describing a clerk’s vacancy created by the municipal clerk’s retirement effective Oct. 1, 2025, and citing the statutory authority NJSA 40:9-133(c), which requires the governing body to appoint a municipal clerk or acting municipal clerk within 90 days of a vacancy. The reading also referenced the Open Public Meetings Act (NJSA 10:4-6) and stated that notice of the special meeting had been posted and filed.
The resolution describes Hoffman as a lifelong Hackensack resident with public-service experience in municipal administration, including work in Millburn; leadership roles on a business improvement district board; and time in academic administration, including a role at Seton Hall University. The resolution says the mayor and council considered Hoffman’s qualifications and appointed him for a term of 364 days starting Dec. 11, 2025. The transcript contains an inconsistency in the resolution number (spoken as both “479-25” and “475-25” during the reading); the record does not provide a definitive ordinance/resolution number.
After the council voted, the mayor invited Hoffman to address the meeting. Hoffman thanked the mayor, council and his family, describing the appointment as an honor and referring to his lifelong ties to Hackensack: “I am truly humbled and honored to step into the role of acting city clerk for the city of Hackensack,” he said, and added that he looks forward to working with the clerk’s office team and serving residents. He also noted recent emergency response by local police and firefighters when he had a medical episode.
Council members offered brief congratulations. Deputy Mayor Toomey called Hoffman a “proud Hackensack-born resident” and wished him success; Councilwoman Clark Collins welcomed him to City Hall; Councilman Carroll recalled shared school ties and extended family wishes; and Councilman Diaz praised Hoffman’s resume and commitment to the city. The mayor framed the appointment as part of assembling “the best team and the strongest team possible.”
The meeting record shows the motion carried but does not identify the motion’s mover or seconder by name, nor does it include a roll-call tally in the transcript. The council opened two brief public-comment periods on the single-item agenda; no members of the public spoke.
The council adjourned following the appointment vote. The acting clerk’s appointment will be in effect through Dec. 10, 2026, per the resolution language.
