Detroit City Council delayed a vote on an $81,890 emergency demolition contract for 3916 Joy Road after members sought clearer information about who owns the property and how the city recovers costs when it demolishes privately owned structures.
At the committee-of-the-whole meeting, Raquel Harrington of the Construction and Demolition Department confirmed the demolition took place on Feb. 17, 2026, and said the department’s records list the parcel as privately owned. Council member Deborah Callaway pressed contracting staff for the owner’s identity and for a system to recoup taxpayer dollars spent on repeated demolitions of privately owned buildings.
Eric Cooper of the Office of Contracting and Procurement told the council OCP did not have immediate ownership details in front of them but could obtain the information. Attorney Anderson said the law department is working to improve cost-recovery efforts and that the administration would provide more details.
"Once these are demolished, we go and we charge the privately owned properties," Harrington said. Attorney Anderson said the law department and outside third-party firms have been used to collect costs and offered to bring an update on recent outcomes.
Member Callaway moved to postpone line item 20.1 for one week and asked staff to provide a memo on cost-recovery efforts, including any reports from third-party collectors such as the Floyd Allen Group. The motion passed with no objections.
Council approved the remaining Public Health and Safety items (20.2–20.4) at the same meeting. The body expects OCP and the law department to circulate a report on the city’s cost-recovery history and recent outcomes before the council reconvenes on the postponed demolition item.
Next steps: Council staff said they will provide the requested owner information and a memo on the city’s cost-recovery process in time for the council’s vote when the item returns to the agenda.
