The Dutch Bros building is planned as a 1,193‑square‑foot, drive‑thru‑oriented shop with a walk‑up window and cross‑access easements to the adjacent gas station property; Lot 2 (1.11 acres) will return for a future tenant application.
Applicants at the meeting said they anticipate beginning construction this summer, with a target opening by the end of fall, subject to permitting through DOT and other agencies. Trustees asked about the drive‑thru concept and whether outdoor seating would be provided; the developer said the concept is primarily drive‑thru but that limited outdoor seating may be shown on plans.
The board approved first an annexation ordinance and then a set of ordinances to rezone the property to B‑1 regional business and grant special use for the preliminary PUD (final for the Dutch Bros lot), both subject to engineering and staff approvals.
