House approves revision of educator credentialing rules amid debate on emergency certification

The House accepted committee amendments and passed a revised Chapter 115 — a major substantive rule from the Department of Education — after a divided floor debate.

Representative Ducharme (Madison), granted unanimous consent to address the body, acknowledged the proposed rule includes changes to certification pathways and urged caution about expanding emergency certification without coursework. “Students require educators who are prepared not only in subject matter, but also in classroom management, child development, behavior support, and academic intervention,” Ducharme said, arguing that lowering course requirements risks placing unprepared individuals in classrooms.

Representative Murphy (Scarborough) and other supporters said the rules are the product of extensive stakeholder work including the State Board of Education, Maine Education Association and school leadership groups, and that new pathways and portfolio review options will help address staffing shortages while preserving standards. Murphy highlighted amendments that expand grade spans and ease transitions for endorsed educators.

The House adopted a package of committee and floor amendments clarifying endorsement transitions and passed the measure for second reading; it will be transmitted to the Senate for concurrence.
