Public Works Board shifts emergency dollars, approves emergency repairs to Raymond and Grays Harbor

The Public Works Board voted April 3 to move emergency funding into preconstruction and to approve several emergency awards to local jurisdictions.

In a staff‑recommended reallocation, the board approved moving $2,500,000 from the FY26 emergency bucket into the FY26 preconstruction account, bringing preconstruction funding to $10,000,000 for the year. The motion to transfer the funds was moved and seconded and approved by voice vote.

The board then voted to approve a $300,000 emergency award for the City of Raymond after staff described a failed sewer transmission main that posed environmental and public‑health risks. The award was split evenly: $150,000 as a loan (reduced interest) and $150,000 as a grant. Member Clary moved the award and members expressed support before the motion passed.

Separately, the board approved a $910,000 emergency award to Grays Harbor County to repair erosion and a collapsed section of Bridal (Middle) Satsop Road. Staff described progressive erosion that led to the road closing and recommended emergency funding, half loan and half grant. Member Rowe moved the motion and Member Stevie seconded; members approved the award by voice vote.

Why it matters: The reallocation replenishes preconstruction capacity to meet demand and funds urgent repairs that local officials said posed immediate public safety, environmental and economic risks. Board members noted the compressed notice for some emergency requests and discussed improving notification timelines.
