Walton County’s technical review committee conditionally approved a minor development order for 1 Seagrove Place after staff and applicants agreed the outstanding environmental, engineering and planning comments could be addressed in a resubmittal.
Staff described MIN26-000012 as a request from Emerald Coast Associates on behalf of the 1 Seagrove Place Owners Association to modify the pool deck, improve the boardwalk and update the drainage system on a 2.71-acre parcel (residential preservation zoning). The file showed outstanding comments from engineering, planning and right-of-way review.
Applicant engineer Dylan Franks said the team had received environmental comments on architectural and lighting plans and had incorporated revisions, noting they would be included in the resubmittal. "The 3 comments were regarding the architectural and lighting plan, and we have made revisions and addressed those on our end," Franks said.
Franks and the project architect/landscape architect explained drainage measures: a "bubble up" outfall structure paired with a spreader swell will reduce linear discharge rates and help limit dune erosion. "We are proposing putting the box within a swell at 1 foot depression so that when it comes out, the linear runoff... will be reduced by the swell," Franks said. The team also agreed to move a fence back to the pool deck and to replace accent uplights with long-wavelength downlights to comply with wildlife lighting restrictions.
Landscape architect Patrick Hodges confirmed the changes were already made in project documents. "All those changes have already been made in our documents, so we'll be in compliance," Hodges said.
The committee moved to conditionally approve the project pending a successful resubmittal and completion of agency reviews; staff will issue the development order upon satisfactory documentation.
