Finance Committee begins audit procurement talks as firms consolidate; committee seeks Scanlon Associates briefing

Finance Committee members on March 25 began a multi-meeting conversation about the city's upcoming procurement of a three‑year financial audit contract, noting firm consolidations and the need to define what the city wants from an auditor.

Staff (Laura and Director Nardi) reported that two firms that had responded to the city's 2015 RFP have merged into Markham LLP, and that larger regional firms have been slow to complete audits for other communities. The committee heard that some municipalities hiring larger firms are experiencing delays and less in-person engagement; staff said Scanlon Associates (a local firm) has provided helpful, accessible service and that the city is awaiting a formal quote from Scanlon.

Council members asked for a richer internal discussion of audit objectives (financial compliance vs. operational reviews vs. forensic work) and requested a dedicated meeting where Scanlon Associates can present the FY24 audit findings and explain methodology. Staff noted the charter requires the council to award a three‑year contract by Sept. 15, 2026, and cautioned that procurement, responses and scheduling take time.

The Finance Committee agreed to schedule an in‑depth session with Scanlon and to continue developing questions and requirements before issuing an RFP.
