The City Council voted April 2 to annex roughly 38.305 acres in the 65th South / South Holmes area and to set initial zoning as R-1 (single-dwelling residential), following a staff report and applicant presentation.
Applicant Neil Humphreys of Eagle Rock Engineering described the annexation exhibit and explained why the requested R-1 zone and inclusion of some right-of-way were proposed to help future street buildout and public improvements. City staff summarized the planning record, noted the property was platted in 1979 and identified key issues raised earlier at the planning commission: concerns about density, conversion of agricultural land, wildlife habitat and water rights. Staff explained those matters are addressed in subsequent planning and permitting reviews and that the planning commission had voted to recommend the annexation and zoning to council.
During the hearing, neighbors asked questions about fiber and power lines, endangered-species inquiries and whether the annexation would include the entire 65th South right-of-way. Staff and public-works representatives responded that right-of-way widths can fluctuate and that working with county parcels and future improvements is part of the annexation process. One speaker read guidance from U.S. Fish and Wildlife on migratory birds, and staff noted federal agencies handle endangered-species reviews when required.
After closing the hearing, council debated and then moved multiple motions to: approve the ordinance annexing 38.305 acres, adopt the related statement of relevant criteria and standards, and establish the initial R-1 zoning. Each motion carried by recorded voice vote. Council directed staff to update maps and process the city-limit and comprehensive-plan amendments required to reflect the annexation.
