Agency staff presented proposed changes to the city’s floodplain ordinance at the March 19 meeting designed to align municipal code with FEMA’s updated Community Rating System (CRS) manual and preserve a Class 8 rating that currently yields about a 10% flood‑insurance premium discount.
Jen, the presenter, said the September 2025 CRS manual introduced new standards communities must meet to remain in good standing. The proposed omnibus amendment removes an outdated second paragraph referencing "36‑inch piers" from section 18.2040(b) and instead sets a consistent one‑foot freeboard requirement for new and improved manufactured homes above base flood elevation. Jen said the Planning Commission approved the amendment on Feb. 19 and the City Council passed a first reading the previous night.
If the council adopts the ordinance at a second reading tentatively scheduled for April 15, the change would become effective May 15, Jen said. The amendment is aimed at preserving the city’s CRS rating and ensuring residents continue to qualify for reduced flood insurance premiums.
Board members confirmed the item was informational at this meeting and that no action would be taken here; Jen said staff intended to present at the city council and would be prepared to answer further questions.
