The Yamhill County Board of Commissioners met April 2 and approved a set of resolutions, contracts and budget adjustments by unanimous vote.
The board adopted Resolution 26‑04‑02‑1 recognizing April 2026 as Child Abuse Prevention and Awareness Month after remarks from Russell Mark, CEO of Juliet's House, who described local prevention work and invited residents to county events. Chair (speaker 1) read the proclamation text into the record; a motion to adopt passed unanimously.
On a separate agenda item the board authorized Yamhill County to enter a GSA master lease agreement with The Bancorp Bank, National Association, and approved placement of an initial order for nine vehicles for the sheriff's office. A commissioner asked about pursuit policy; the sheriff (speaker 8) described the department's pursuit decision process as "a constantly evolving, decision‑making process" that weighs location, driving behavior and whether the suspect is known. The lease and initial vehicle order passed unanimously.
Other approvals included:
• Parks division application to the NPS RTCA program (I‑3) — approved unanimously.
• Amendment No. 5 between Yamhill County Health & Human Services and Sunrise Family Clinic LLC to operate the McMinnville School‑Based Health Center, $65,000 per year, retroactive to July 1, 2025 — approved unanimously.
• Amendment No. 2 between Yamhill County HHS and the City of McMinnville (retroactive to March 1, 2026) to support downtown community outreach; commissioners noted that private funds from McMinnville Industrial Promotions help cover program costs.
• A transfer of $102,000 from general fund to dog control to cover unplanned FY26 expenses — approved unanimously. A commissioner clarified the money comes from previously identified cost savings and does not cut programs or jobs.
• A contract employee agreement with Cynthia Thompson to serve as interim manager of Yamhill County Transit, retroactive to April 1, 2026 through June 30 — approved unanimously.
• A letter of support for the Mid Willamette Valley Council of Governments' revolving loan fund application; county contribution was described as roughly "$200 and some odd thousand" toward a $1,000,000 program.
