The NPO policy board voted unanimously on March 12 to adopt resolution T2603, which approves the 2027–2028 Unified Planning Work Program (UPWP) in draft form and allows for later adjustments based on comments from state and federal planning partners.
Tim, an APC staff member, described the UPWP as “a federally required document” used as a budgetary and planning tool to show how planning (PL) funds and staff time will be distributed across transportation planning activities. Tim said that due to staffing cuts at state and federal partner agencies, the board was being asked to adopt the document earlier than in past years and that the adoption would be “contingent upon any changes that would come from comments from any of those planning partner agencies.”
After Tim's presentation the chair asked for a motion; one board member moved to adopt T2603 and another seconded. The board then recorded a unanimous roll‑call vote in favor of adoption.
Why it matters: The UPWP frames how federal planning funds are allocated locally and informs what planning work the APC will perform over the next two fiscal years. Early adoption allows the region to meet partner timelines but preserves the ability to make partner‑requested revisions.
What comes next: Staff will post any partner comments and bring material changes back to the policy board for review and to document how requested edits were addressed.
