Maintenance supervisor Rick told the Capital Outlay committee that roof panels were removed at the Manchester library and that crews found significant wood damage in three primary areas. He said crews will replace rotted wood, refasten panels and consider a more durable commercial roofing solution to stop ongoing water intrusion.
"We found a bunch of wood damage," Rick said. "The repairs are basically gonna be... replacing all the wood that's rotted out in the three worst areas."
Rick said mold remediation bids are still pending: three companies inspected the site, one bid has been received and two bids remain outstanding. He emphasized that interior repairs, including replacing damaged sheetrock and ceiling grids, will not proceed until the roof is secure and reinspection confirms no further leaks.
The committee discussed procurement approach; Rick said typical practice is to accept the lowest responsive bidder for repair work when specifications are equivalent. No formal contract award was made at the meeting; members asked staff to return with bids and a schedule. Rick and county staff also said they had started surveying related drainage work in Tullahoma.
What happens next: Bids for mold remediation and roof repair are expected to be finalized in the coming days; work on interior finishes will follow a successful roof repair and reinspections.
