The Board of Public Utilities approved a $33,807.65 change order for the 13J4 reliability and capacity project to expedite work so Clemens can meet an accelerated Memorial Day energization target.
Andrew presented the project's second phase: constructing a new 900‑amp rated circuit on the east side of Fisk Road to increase capacity for Clemens’ expansion. He said most materials are on order but the contractor CC Power needs to bring in additional crews to meet the earlier energization date, and that the change order covers extra crew costs and negotiated 2026 labor rates. "They have requested a change order, in the amount of 33,807 and $65, to cover the additional crew, as well as since this contract was executed in 2025, their union has negotiated some increased labor rates," Andrew said.
Andrew noted Coldwater is managing material procurement and will bill Clemens for all associated costs under the contribution and aid and construction agreement; Clemens agreed to be responsible for the project's costs. Board members asked whether material delays caused the schedule change; Andrew said delivery delays were limited and the acceleration request came from Clemens.
The board moved to approve the change order and the motion passed.
What’s next: Staff will execute the approved change order with CC Power and continue procurement; final invoicing will be prepared and billed to Clemens as agreed.
