The Carlsbad Housing Commission on April 11, 2024 approved the Carlsbad Housing Agency’s 2024–25 Public Housing Agency annual plan and voted to forward a recommendation to the Carlsbad Community Development Commission.
Christian Gutierrez, a housing staff member, presented the plan and described its purpose: “The PHA annual plan provides a basic guide to agency policy and rules, operations, programs, and services,” he said. Gutierrez summarized 2023 highlights, including a high performance rating on Section 8 management assistance (CMAP), development and rollout of an owner portal, and one graduate from the family self‑sufficiency program.
Gutierrez said the owner portal—part of the agency’s Yardi software—entered beta in March 2023 and went fully live in July 2023. “We’ve had a good amount of new landlords that have signed up,” he said, and staff plans to review enrollment metrics after a full cycle to guide outreach.
During questions, a commissioner asked whether the housing authority’s description of “administrating” vouchers includes absorbing incoming portable vouchers. Gutierrez replied that Carlsbad has been an administering housing authority since 2021, that it generally administers most incoming portable vouchers, and that the agency will absorb vouchers on a limited, case‑by‑case basis when administratively feasible.
A commissioner also asked about asset limits for program eligibility. Gutierrez said housing authorities set different thresholds and that an upcoming implementation beginning 01/01/2025 will address asset‑limit changes; he said staff did not have full details at the meeting.
A motion to approve the 2024–25 PHA annual plan was made by Commissioner Chang and seconded by a fellow commissioner. The commission approved the plan 3–0; two commissioners were absent. The commission’s approval will be followed by referral of the plan and recommendation to the Carlsbad Community Development Commission for their consideration.
The meeting record shows staff will publish corrected minutes for March 14, 2024 and will return to the commission with additional work plan materials and metrics when available.
