Commission adds future agenda item on veterans’ needs and language concerns

A majority of the Carlsbad Housing Commission voted on April 11, 2024 to add a future agenda item to examine veterans’ needs and questions about whether language used in program materials or discussion stigmatizes veterans by conflating them with mental‑health issues.

The subject arose during a discussion of the draft July 2024–June 2025 housing commission work plan and questions about Windsor Point. Commissioners noted Windsor Point matters are currently before the City Council; staff said that while the City Council is leading that work, the commission may request future agenda items and staff will determine whether an item falls within the commission’s purview.

A commissioner said they were concerned about language that groups veterans and people with mental illness together and requested a dedicated agenda item to address demographic description and dignity concerns. Chair Collins seconded the proposal and said, “These people fought for our country, and I think they need to be treated with dignity and respect.”

Staff answered questions about data availability and privacy. A staff member said disaggregating Windsor Point data in the way requested could violate privacy rules and noted the site houses 48 residents; the staff member explained that some data cannot be separated without highlighting protected disability information. The staff member clarified that “MCRT” refers to the Mobile Crisis Response Team.

The motion to add a future agenda item passed 3–0 with two commissioners absent. Staff indicated the commission may bring back an informational item or an action item depending on whether the subject is within the commission’s statutory purview; the commission did not take additional action on Windsor Point itself during this meeting.
