Goshen board approves routine permits, vendor agreements and event closures

The Goshen Board of Public Works and Safety approved a package of routine permits, event closures and vendor agreements April 2.

The board opened two bids for the 2026 asphalt paving package—Niblock Excavating ($5,979,879.30) and Fend and Brown ($6,340,430.99)—and voted to refer the bids to engineering for review. The board approved a temporary road closure for a police memorial on May 15 on the 100 block of East Jefferson, including barricades and no‑parking signs.

Engineering recommended and the board approved street and parking closures for three First Friday downtown events (May 1, June 5 and July 3) with staging and accessibility accommodations. Amanda Rose of IDART described vendor and load‑in flexibility for mobility‑impaired attendees and confirmed necessary porta‑potty approvals for May are in place.

Pat McCauley of SURF Internet described a one‑day road bore to connect fiber to Goshen Health; engineering had reviewed the plan and the board approved an April 6 sidewalk/road closure with a weather contingency to move work to April 7 if needed.

Engineering recommended two temporary outdoor seating permits—Cortado at 132 South Main and The Fold at 219 South Main—and the board approved both for the April 1–Oct. 30, 2026 seasonal period, subject to application requirements including a 6‑foot pedestrian corridor and letters of support from adjacent properties.

Engineering also presented a $0 net change order (job 20240029) to separate payment for electrical grounding work in the North Goshen service line and utility upgrades project; the board approved the change order. Legal and staff introduced amendment 2 to the Cultivate Geospatial Solutions on‑call GIS consulting agreement and an agreement with Goshen Fiber Network to connect the police training center; both were authorized for execution by the deputy mayor.

The board then approved civil, city and utility claims and adjourned.
