Council authorized an agreement with Kimberly Horne and Associates to update the city’s wastewater master plan at an overall cost of $245,000.
City staff said the 2017 master plan is nearing nine years old and an update is needed as the city plans to add a second wastewater plant. The consulting contract breaks work into five tasks with data collection as the largest component, and staff said the work will provide data‑driven recommendations about how a second plant will affect the existing system and what follow‑up projects will be required.
The staff report noted the project is impact‑fee eligible and that funding can come from capital funds from the bond issuance or from the utility fund. Council moved to approve the agreement and authorized the city manager to execute all necessary documents; the motion passed on a voice vote.
Staff will return with task schedules and funding allocations as the project moves forward.
