OHA trustees hear HCDA summary of Kaka'ako Makai visioning workshop

Daniel from OHA’s land division briefed trustees on a Hawaii Community Development Authority (HCDA) community visioning workshop on March 7 for Kaka'ako Makai. He said about 120 people signed up and that breakout stations captured feedback across topics: housing, land ownership, park and ocean access, walkability, safety, and a desire to center the area as a Hawaiian place.

Daniel said HCDA is moving from a Phase 1 strengths and visioning analysis into scenario development and then plan and rule drafting, with an eye toward eventual rulemaking on housing, heights and density. OHA’s role as landowner and community partner was described as supportive and engaged; HCDA will lead the rule‑making and plan development efforts.

Trustees who attended the workshop — including the chair and several trustees — reported productive breakout conversations and broad community engagement. The briefing emphasized that the process is early, that the rules phase is expected later in the year, and that further trustee and community involvement is anticipated as HCDA refines scenarios and draft rules.

No formal action was taken; the briefing concluded with a request to remain engaged as HCDA moves to scenario development.
