Rock Hill to receive state grant for Aspen Business Park; York County staff outline construction timeline

County staff gave a brief update on Aspen Business Park: Rock Hill is expected to be awarded a state grant that will fund road completion and enable construction work across the park.

Staff said phase 2 design is scheduled to start June 1, with an anticipated construction completion window of October'November 2027. The grant will cover full pavement work including curb, gutter and the Spine Road connection. County parcels identified for the park will need to be included in the Multi-County Industrial Park ordinance; staff plan to coordinate that ordinance change when it returns to council (typical timing noted as December).
