The council unanimously appointed Manuel Castro to serve as Capitola’s representative on the Santa Cruz County Community Action Board (CAB). Staff said the city advertised the vacancy after the prior representative resigned in December 2025 and received two applicants; CAB provided a letter recommending Manuel Castro.
Helen Yuan Story, COO of the Community Action Board, described CAB’s mission and services and urged the council to approve Castro’s appointment based on his personal and professional experience serving local residents. “We serve over 9,000 low‑income residents annually through programs including homelessness prevention and rent assistance,” Yuan Story said, and she said Castro’s background made him a good fit for the seat.
Council discussion was supportive; a motion and second were recorded, followed by a unanimous roll‑call vote in favor of the appointment.
