Staff said the applicant requests an exception to the municipal code’s driveway spacing requirement (Section 78‑2567) because the proposed access is about 70 feet from the intersecting public street where 75 feet is normally required; staff recommended the commission consider granting a deviation for a right‑out only to avoid adding turning traffic to Wilson Pike Circle.
Staff also outlined required project conditions including dedication of right of way and a revised final plat to depict the dedication, a pedestrian‑access easement for sidewalk segments outside the right of way, an updated stormwater report prior to grading permit issuance, underground detention under the parking area and fire protection per NFPA standards (a fire hydrant within 100 feet of the fire‑department connection and a six‑inch fire service meter at the property line for Brentwood water service).
Commissioners questioned parking expectations, signage (staff said C‑4 zoning prohibits monument signs and the site will use building and directional signage), and curb geometry for the right‑out only access. Staff said the applicant is providing street trees, a sidewalk and a screening wall to buffer parking from Church Street.
