The Planning Commission approved Special Permit 1813B to amend the Preserve on Antelope Creek community unit plan (CUP) to add roughly 1.7 acres adjacent to the Grand Lodge and permit an expansion that could include independent‑living and assisted‑living units.
Steve Henrickson of Planning and Development Services told commissioners the proposal would remove an existing Elevate Church building and conceptually add on to the Grand Lodge, with the applicant showing options that could include underground parking and a turnaround for emergency vehicles. As a CUP application, the site could reach up to 55 feet in height where allowed; staff recommended screening and other clean‑up conditions to integrate the addition with surrounding townhomes and single‑family homes.
Josh Sullivan, applicant representative, said the Grand Lodge currently serves about 119 residents and already has underground parking; he said the project is in early conceptual stages and emphasized neighbor outreach, noting a planned information session for nearby residents. Neighbors asked about tree preservation, retention walls and grading; staff clarified a condition requiring a 15‑foot green setback along the southern property line to replace current parking up to the property line and explained grading and drainage plans would govern impacts to adjacent lots.
After discussion and confirmation of conditions, the commission closed the public hearing and approved the CUP amendment by a 5–0 vote. Staff and the applicant emphasized that final engineering — grading, drainage and any parking design — will be resolved during permitting and design review.
