Board approves conditional‑use permit for Christian Fellowship church with 22 conditions

The Yamhill County Board of Commissioners opened a continued public hearing on an appeal of the planning director’s approval for a Christian Fellowship church on March 19.

Planning staff recommended approval, reporting the request met the conditional‑use criteria in the county zoning ordinance and noting that the applicant and appellant had agreed on additional conditions. "Staff finds that the request is consistent with the conditional use criteria listed in section 12.0 2.02 of the Amhil County zoning ordinance and recommends approval with the conditions presented in the staff report along with additional conditions agreed upon by both the applicant and appellant," planning staff told the board.

The board voted to approve the permit based on staff recommendations, adopting the decision with 22 conditions. Chair Johnston called for the vote and the motion passed unanimously.

The application covers a church expected to hold Sunday morning services for roughly 220 people and an evening youth service for about 50 attendees. The planning record lists the site by tax lot number 3206‑04900 and shows the hearing was continued from the February 19, 2026 session to consider staff recommendations and final conditions. The staff representative said the negotiated conditions addressed issues raised in the appeal; the board did not request staff to read all 22 conditions into the record before voting.

The board’s action resolves the appeal and allows the applicant to proceed under the adopted conditions. Staff will finalize the written decision and the conditions and provide the record for public inspection consistent with county procedures.
