The Crescent City Planning Commission voted to accept the 2025 General Plan Annual Progress Report (GPAPR) and to forward it to the city council for acceptance and state filing.
Planner Ethan Lawton told the commission that the GPAPR reviews progress on the city’s general plan, concludes the plan remains valid and proposes updating all eight elements over the next four years. Lawton noted the housing element was recently updated and that the GPAPR will be submitted to state agencies once the council accepts it.
A member of the public asked whether state funding limits local sovereignty over planning choices; staff reiterated that state programs and laws interact with local planning choices and that accepting the GPAPR is a routine annual action. The commission adopted resolution PC2026‑04 accepting the report by a recorded vote of 4‑0.
What happens next
The planning commission will forward the accepted GPAPR to city council; upon council acceptance the report will be submitted to the relevant state agencies.
