The JMCSS school board approved multiple budget amendments and added a $500,000 fund-balance appropriation to repair the roof at Rose Hill Elementary, a board member said at the meeting.
Board member S1 reviewed line-item adjustments the board discussed at its recent work session, listing allocations for maintenance of plant, attendance, technology, director of schools, a public school safety grant, a Toyota grant, physical services, regular instruction, operations, special education, community services, pre-K local, career and technical education, health services, teaching and learning and a $1,442,208 physical-services/refund line. S1 moved to approve the amendments as a package; the motion was seconded and carried by voice vote.
At S1’s request the board added an extra action item to authorize an immediate roof repair at Rose Hill. S1 said county timing would delay approval until May and that waiting would leave students and staff exposed; the board therefore approved a $500,000 appropriation from fund balance so the district can begin work now. S1 said the state’s capital reimbursement process is reimbursable and that the district expects to pursue roughly $325,000 in reimbursement after the project is completed, though the district must spend funds up front.
Board discussion cited recent weather damage that worsened the roof condition. S10 noted Rose Hill had been on the district priority list but had missed earlier project timelines; S7 said two weeks of bad weather had compounded the roof failure. S6 seconded the Rose Hill motion; the board carried it by voice vote. One board member verbally registered opposition during the vote; the transcript does not show a roll-call tally.
The chair directed district leadership, including Dr. Marlon King as referenced in the meeting, to pursue any available state capital reimbursements and to move forward on contracting the repair. The board did not record a formal dollar-by-dollar reimbursement guarantee at the meeting.
The board’s approved budget packet and the Rose Hill amendment will be reflected in next steps for contracting and reimbursement paperwork.
