County approves $150,000 MAP agreement, Harmony Grove requisition and releases RFQ for facilities planning

The Monongalia County Commission approved several routine business items on April 1: a one-year economic development services agreement with the Morgantown Area Partnership (MAP) for fiscal year 2027 at the county's standard amount of $150,000; requisition number 43 for the 2021B Harmony Grove Phase 1 project fund totaling $36,002.00 for tree removal, project management, and legal fees; and release of RFQ 2026MCC-001 to solicit facilities planning and engineering services on an as-needed basis.

Commissioners described the MAP agreement as a memorialization of the county's standard annual support and emphasized it covers a single fiscal year. The Harmony Grove requisition was listed with line items including $4,500 to EnRoute Properties for tree removal, $30,000 to Adrian Enterprises for project management, and $1,007.00 to Phillips, Bridal, Kaiser & Alt Meyer for legal fees; the commission moved, seconded and approved the requisition by voice vote.

On the RFQ, staff explained the new solicitation replaces an earlier facilities-assessment RFP and incorporates changes in state procurement statutes to allow the county to establish multiple as-needed contracts and move more quickly on future projects. Commissioners approved release of the RFQ by voice vote.
