At the March work session the county administrator presented a proposed public-utilities agreement with Lennar Corporation to support construction of roughly 200 homes in a new Ayles Ford development within the Kentland Planned Unit Development.
Hathaway said the developer will upsize the force main entering the existing pump station to address capacity and long-term maintenance concerns. "They have agreed to give the county a deposit of $100,000 to go towards future maintenance needed maintenance of that facility," Hathaway said, adding staff and attorneys concluded the amount is suitable to cover pump replacement if needed.
The board voted to authorize the county administrator to execute the agreement in a form approved by the county attorney. Supervisors noted the homes and utilities were part of an earlier PUD approval from the 1990s and that the developer must still ensure utilities are in place before building.
The action moves responsibility for specific upgrades to the developer with a county-held maintenance deposit and is intended to avoid capacity shortfalls as construction proceeds.
