Monongalia County approves $5 million EDA application for Stonewood Forest infrastructure

Monongalia County commissioners on April 1 approved a resolution authorizing submission of an application to the U.S. Economic Development Administration for the Stonewood Forest Water, Sewer and Road Infrastructure Modernization Project, staff said.

The resolution, read into the record by county staff, states the project budget is $5,000,000 and that no local match is required. The measure designates the county commission president or the county administrator as the authorized representative to execute the application, accept an award and sign all required assurances and certifications.

The staff presentation cited federal grant compliance requirements including 2 CFR Part 200 (uniform administrative requirements, cost principles and audit requirements) and Build America Buy America provisions and noted the county will retain appropriate grant-management oversight. "Monongalia County Commission hereby authorizes the submission of an application to the U.S. Economic Development Administration for funding assistance for the Stonewood Forest Water Sewer and Road Infrastructure Modernization Project," the staff reading stated.

Commissioners moved, seconded and approved the resolution by voice vote. The commission did not discuss a local funding match because the project application indicated none was required.

Next steps include submission of the application to the EDA and, if an award is made, execution of the grant agreement by the designated county representative and required compliance steps.
