Kossuth County awards $4.79 million resurfacing contract to Heartland Asphalt

The Kossuth County Board of Supervisors voted unanimously March 24 to award a $4,793,695.61 contract to Heartland Asphalt, Inc. for 2026 hot‑mix asphalt (HMA) resurfacing projects at various locations across Kossuth County. The board approved Resolution No. 03-24-26-01 by roll call after a motion from Supervisor Kyle Stecker and a second from Supervisor Josh Waechter.

The resolution describes the work using project identifiers (L-205--73-55, STP-S-C055(213)--5E-55, FM-C055(214)--55-55, LFM-215--7X-55) and cites the board’s compliance with Code of Iowa section 331.301. It directs that, after receipt of required contract documents including the contractor’s bond and certificate of insurance, County Engineer Douglas A. Miller be authorized to execute the contracts on behalf of the board.
