Aaron Harvey Moore, introduced by the neighborhood chair as the city’s planning supervisor, summarized recent planning-commission consideration of the Provo Town Center Mall redevelopment.
Moore said developers (identified in the meeting as Brixton and Peg) submitted four related applications: ordinance text amendments to the interim transit-oriented development (ITOD) zone; a general-plan map amendment to a transit-oriented development (TOD) designation; a rezoning to the ITOD zone (with the planning commission suggesting Shady Acres be handled separately); and a concept plan for the project.
He said the planning commission examined the proposed text amendments item-by-item and recommended denial for those changes, recommended approval of the general-plan amendment to TOD, recommended approval of the rezone with the caveat that Shady Acres be treated differently, and continued the concept plan to coordinate outcomes of the legislative items. Residents asked for clarification between TOD (a general-plan designation) and the ITOD zone (zoning standards); Moore explained the general-plan change sets policy direction while the zone contains the specific development standards.
Moore encouraged residents to attend the city council’s work meeting where the applicants will appear for discussion and noted the item is scheduled for a council night meeting for possible later action.
