LaSalle’s City Council adopted a new ordinance March 16 adding Chapter 99 to the city code to regulate golf carts, utility task vehicles, side‑by‑sides and related vehicles.
Council discussion centered on three operational points: whether stickers from other jurisdictions would be honored (members said reciprocity is unlikely unless jurisdictions pass identical rules), insurance requirements and inspections. A staff speaker explained that operators will need liability insurance comparable to an automobile policy. "They gotta have the same liability insurance as they would carry for a vehicle," the staff speaker said.
The ordinance requires inspections by ASE‑certified mechanics. The city will maintain a registry of mechanics authorized to perform inspections; inspectors must be registered with the city so the city can revoke registration if ordinance requirements are not followed.
Council members said the ordinance will be reviewed after one year to determine whether changes are needed. The council approved the ordinance by roll call.
Practical effect: owners must register and sticker eligible vehicles with the city, maintain the specified insurance coverage and obtain inspections from a city‑registered ASE mechanic. Enforcement and the details of reciprocity with neighboring jurisdictions will be handled administratively.
