Panel recommends more than $1 million for Glen Lynn and $222,180 payment to Eagan for Dawson Woods (Pulte)

City parks staff presented two park-dedication items and the Park and Rec Advisory Commission recommended both issues to City Council.

For the Glen Lynn plat at 70th Street West and Argenta Boulevard, Brian Swoboda said the proposal includes 33 single-family homes and 196 apartment units; using the city's park dedication rates staff estimated roughly $127,000 from single-family units and about $964,400 from apartments for a total of approximately $1,087,450. Because Argenta Hills Park sits about two blocks south, staff recommended satisfying the dedication through cash rather than transferring land and asked the commission to recommend City Council accept the cash fee.

The committee moved, seconded and recommended the Glen Lynn park-dedication fee to Council by voice vote.

On Dawson Woods (the Pulte Homes proposal at Yankee Doodle Road and Argenta Trail), staff said the development is inside Inver Grove Heights but will connect to Eagan's water and sewer system under a 1997 joint powers agreement. Because of that arrangement the park dedication calculation uses Eagan's per-unit rates; at $4,830 per unit for 46 single-family units staff calculated a $222,180 payment that would be paid to Eagan. Commissioners asked why Eagan receives the funds; staff explained it stems from the water/sewer JPA and previous practice for projects using Eagan utilities.

The commission moved, seconded and recommended that City Council accept the Dawson Woods (Pulte) cash payment in the stated amount; the motion carried by voice vote.
