Council approves Dickinson College Jim Thorpe Center land plan and moves CDBG administration to new consultant

The Carlisle Borough Council voted to grant waivers and approve the preliminary and final land development plan for Dickinson College's Jim Thorpe Center, contingent on the applicant’s acceptance of staff‑imposed conditions.

Councilor Shiles moved the motion; the motion was seconded by Deputy Merrick Perry and carried by voice vote.

The council also accepted the mutual termination of the community development block grant (CDBG) administration agreement with the Cumberland County Redevelopment Authority and authorized a multiyear professional‑services agreement with Mullen and Lonergan Associates Inc. to provide technical assistance, planning and reporting services for the borough’s CDBG program for fiscal years 2026–2028. The authorization is subject to satisfactory solicitor review and final approval.

Councilors recorded the actions on the meeting agenda and indicated the changes would be implemented following solicitor review and execution of the new agreement.
