The Perry County Redevelopment Commission met in a special session and the chair moved to amend and approve the posted agenda to include only items 1, 2 and 3(a), a motion the chair said was seconded and carried.
The meeting’s primary substantive discussion centered on a proposed mowing and grounds-maintenance contract under agenda item 3(a). The chair said the commission had received multiple bids but that only some bidders included the initial drainage-pool cleanout in their estimates. "I want to go ahead and separate those," the chair said, proposing one contractor be paid to perform the initial pool cleanout and another be contracted to do routine mowing and maintenance.
The chair identified Coyle's Lawn and Landscaping as the lowest responsive bidder among those who listed the full scope of work, saying it quoted $6.75 per service. The chair noted that two other bids appeared lower but did not itemize all required tasks, including trimming around the drainage pool on a regular basis.
On the separate drainage-pool cleanup, the chair said only one contractor explicitly quoted $1,000 for the initial cleaning and described the drainage pool as "in bad shape." The chair also noted that some bidders lack the equipment to perform the initial cleanout and that the task would be more labor- and equipment-intensive than routine mowing; during that exchange a participant offered to do the work.
On contracting and payments, the chair said some bidders will likely require signed contracts while others have historically been paid after submitting invoices. The chair described a prior practice in which the board had authorized an individual (referred to in the meeting as John) to pay mowing invoices as they came up between meetings so the county would not fall behind on payments.
With no objections recorded during the discussion, the chair moved to adjourn. The commission was told the regular meeting is scheduled for April 27 at the annex (Armory Building) at 5:00 p.m.; the chair said staff expects a final response from RPA by then and anticipated taking up a Comcast item at that meeting. The chair then adjourned the special meeting.
No public comments were received during the special meeting, and no formal contract award vote on the mowing contract or the drainage-pool cleanup was recorded during the session.
