"Staff support and recommend approval of this rezoning change from general agriculture district to CC2 community commercial district," planning staff (Amos Akena) said. He noted that traffic access and circulation will be evaluated during building-permit review.
Earlier in the meeting staff also presented amendments to Chapter 50 and Chapter 93 to codify an application and fee schedule for utility trenching, boring and inspection. The proposed schedule established a $100 fee for utility trenching permits, $200 for boring plus a $50 inspection fee and an additional $20 inspection fee per bore. Staff said the fees formalize existing internal processing and ensure permits include required 811 locates and public-works inspection.
Councilors asked clarifying questions about whether the permit rules apply to private property (staff said the amendments pertain to work in public easements and city-maintained streets) and whether separate fees apply for small projects. Staff said the fee schedule allows flexibility for small versus large projects, and that bonding or surety amounts remain subject to departmental discretion for atypical projects.
