Commission approves Vineyard Valley Section 2 final plat despite one lot owner withholding signature

The Williamson County Planning Commission approved a revised final plat for Vineyard Valley Section 2 after staff recommended approval and the applicant said all but one lot owner had signed the revision.

At the public-comment period Tom Schenkenberger, president of the Vineyard Valley homeowners association, said his HOA supports the developer’s proposed revision and has repeatedly tried to secure signatures. “We have done almost everything we can to get them to approve this. I do not know why they won't,” Schenkenberger said, asking the commission to work with Willow Branch Partners on the proposed changes.

Staff and the applicant described the revision as a county-granted variance (granted in November 2025) that reduces right-of-way from 40 to 38 feet on affected lots; Lot 208 did not sign and therefore will remain at a 40-foot right-of-way. Amanda Reed of Pape Dawson said the sidewalk on the one affected lot will be reduced to 36 inches and placed on private property (the lot) rather than in the right-of-way; she said the narrower sidewalk will still meet ADA requirements.

Applicant materials included an attachment (26-3) documenting the HOA’s outreach and steps taken to gather signatures. The applicant said 68 lots exist in the section and all other owners have signed; the commission approved the revised final plat by voice vote.

The commission approved the motion to accept staff’s recommendation. The commission did not take additional action to compel the Lot 208 owner to sign; the revised plat will record with the specified exceptions noted in the staff report.
