Applicant representative Jennifer Whitaker said the owners would follow the city’s or an arborist’s guidance and that the intent was to preserve the tree if possible. Whitaker noted the proposed garage is side‑loaded and designed to limit queuing in the public right‑of‑way.
Board members discussed the narrowness of Sylvan Drive, the lot’s setback pattern, septic location and the need for a tree permit that demonstrates either preservation or appropriate mitigation. One member moved to adopt the staff recommendation for conditional approval; the motion passed and the board granted the variances with conditions for permits, tree preservation demonstration (or mitigation if removal is substantiated by an arborist), and architectural compatibility with the primary residence.
The board recorded the action as approved; the clerk announced the motion carried.
