The Bradley County School Board on March 19 approved sending a response to the Bradley County Commission and authorized a request for quotes to produce comparable, nonproprietary bids for the Bradley Central High School track project.
Alan Smith read a letter the board will send to the county commission following the commission's request for clarification about the $1,800,000 allocation referenced in resolution 2024-18. "The board intends to present a request for quote at its March meeting to solicit a minimum of three comparable quotations for the Bradley Central track project," Smith read.
Board and staff discussion clarified the purpose of the RFQ: the district will solicit turnkey quotes that include engineering design, permitting, erosion and sediment controls, removal of the existing six-lane track and replacement with an eight-lane track, infrastructure for field events (shot put, long jump, pole vault, etc.), drainage to current outfalls, curbing and striping, and a line item for either natural turf or alternate artificial turf infield. Staff said the RFQ is intentionally performance-based and nonproprietary so multiple vendors can compete; one previously circulated quote from an approved vendor (Baseline Sports) had inconsistent scopes and prices, producing estimates as low as $1.8 million and as high as $2.4 million depending on included items.
Dr. Linda Cash and Corbett Drewing said the RFQ process will produce consistent scopes and at least three quotes; once results are in the board will review and share findings and recommendations with the county commission. "When the bids come back, we'll find out if we need to ask for more or not," a staff member said. The board approved the letter and the RFQ by roll call (7 yes, 0 no).
Next steps: staff will finalize the RFQ documents, solicit quotes, evaluate the bids against the stated performance specifications and present results and a recommendation to the board at the April meeting for possible action onward to the county commission.
