Residents press council for faster action on Clay Street Bridge; city cites CEQA delays

Placerville's City Council on March 24 received a status update on the Clay Street Bridge alignment and replacement project (CIP 40617) and heard multiple public commenters urging faster action and clearer design involvement.

Staff presented the report as a "receive and file" update; no final decisions were requested at the meeting. Members of the public described the existing bridge as structurally deficient, single-lane and unsafe for large emergency vehicles. A Measure H/L committee representative called the bridge "lousy" and said the abutment and railing conditions were inadequate. Eric Smith pressed the council for assurances there will be future public input on design, stressing the desire to maintain historical or consistent visual elements in any replacement.

Council members said the item was informational and explained that years of delays—largely tied to environmental documentation and CEQA processes—have constrained the project timeline and raised costs. One council member said the project is approaching timely-use-of-funds deadlines for some funding sources, which increases pressure to move forward quickly; the council also noted there will be moments for public engagement on final design but that the environmental process has driven much of the schedule.

Next steps: Staff will continue environmental and funding work and report back as milestones are reached; no design or construction approvals were made at the meeting.
