Planning commission approves Young PowerSports CUP for powersports dealership with standard conditions

The Morgan County Planning Commission approved a conditional use permit (CUP) for Young PowerSports to operate a recreational vehicle dealership and service center at 5759 West Canyon View Circle.

Planning staff summarized the request and recommended standard conditions: that lighting comply with the county’s dark-sky ordinance, all repair and service work occur within enclosed service bays, outdoor repair be limited to temporary vehicle staging customary to dealerships, hours be limited to 6 a.m.–10 p.m., and that vehicle display, storage and customer parking be conducted on-site in designated areas to prevent congestion.

Jeremy Draper, the applicant’s civil engineer, told commissioners that display vehicles along the freeway frontage would need to be shown on the site plan and photometric plan because lighting and screening can be required to mitigate impacts to drivers and neighbors. He also discussed stormwater and retention-basin arrangements that encumber the subdivision.

Commissioner [mover] moved to approve the CUP with the staff conditions dated 03/12/2026; the motion was seconded and passed by voice vote.

Next steps: the applicant must submit a site plan and photometric plan that show vehicle display areas and lighting and comply with the listed conditions before final permits are issued.
