Porterville downtown committee directs staff to pursue alley and trash cleanup after merchants report repeated dumping

Merchants at a Porterville Downtown Committee meeting urged the city to step up enforcement and cleanup after months of recurring trash, dumping and sanitation issues behind Main Street.

A business owner (Meeting participant, Speaker 1) moved that staff investigate how the city can address trash dumping and alley cleanliness. The motion was seconded and approved by the committee.

Speakers described the problem as concentrated among a small number of repeat offenders rather than a broad homeless-population issue. "It's not necessarily a homeless issue. It's a you have literally, like, five people that are on Main Street that don't need to be on Main Street," a merchant (Clerk, Speaker 3) said, describing repeated arrests and rapid returns to the street. Committee members cited evidence such as photos and security camera images and asked staff to pursue practical steps for cleanup and enforcement while the committee is not meeting.

Staff acknowledged partial progress on downtown cleaning and said a follow-up and clearer communications plan will be provided. The committee also discussed the limits of immediate enforcement and the need for coordinated action with code enforcement, police and social services to address repeat offenders.

The committee approved the motion to have staff develop mechanisms to clean alleyways and address dumping and asked for updates when the committee reconvenes.
