Stockton City Council on March 31 approved a zoning map amendment to rezone approximately 2.69 acres at the southwest corner of West Lane and Mirada Lane from Commercial Neighborhood to Commercial General, a change that clears the way for two drive‑through restaurant tenants (a McDonald's is reportedly committed) and an 8,800‑square‑foot speculative commercial building.
Staff said the site adjoins existing commercial uses, is separated from nearby residences by a masonry wall and is intended to clean up an underused property and create jobs. Planning staff and the planning commission recommended approval after a neighborhood meeting produced mixed comments on traffic impacts, school drop‑off conflicts and light pollution.
Several council members and residents criticized the rezoning for encouraging auto‑oriented development in an area near McNair High School and a community center. Councilmember Marquez and Vice Mayor Lee expressed concern about concentration of fast‑food and liquor outlets in underserved neighborhoods and urged the city to pursue policies to encourage more diverse, healthy retail options. The council nevertheless voted 5–2 to adopt the ordinance; Vice Mayor Lee and Councilmember Enriquez dissented.
