Carefree officials reviewed several infrastructure priorities, from a circulation plan that could trigger large capital projects to multiyear pavement preservation efforts.
An engineering speaker highlighted a potential roundabout concept at the intersection of Tebow Road and Katy Creek and said the project is extensive and multi-agency: "The price tag on it currently, calendar year 2026, is about $16,000,000," the speaker said, while noting Scottsdale and regional partners must align for design and funding. The circulation plan more broadly envisions multiple alternatives and includes an estimated $12,000,000 of capital work across several elements, a figure staff said will require design-phase funding and further prioritization.
Staff also reported roughly five centerline miles of roadway were paved in the recent cycle across neighborhoods including Rolling Hills and Carefree Shadows and said the town plans to engage consultants in early 2027 to update the five-year pavement preservation recipe. Public-works staff said inventory and condition assessments are complete and that prioritization will feed the next CIP and budget cycles.
Why it matters: The cost and scope of circulation and pavement projects have direct implications for the town's capital budget, intergovernmental agreements and grant opportunities. Council members discussed whether to pursue regional (MAG/Prop 400) funding or federalization of the project, noting possible delays and contingencies when federal funds are involved.
Staff will return with a refined list of priority projects, estimated costs and suggestions for how to phase work into the CIP; no construction authorizations or intergovernmental agreements were approved at this meeting.
