Commissioners approve design contract, multiple plan changes, budget amendments and routine items

A staff recap by Desiree Patrick summarized multiple approvals and routine items taken at the Harnett County Board of Commissioners’ March 30 special meeting.

Patrick said the board approved a contract with consulting firm CPL to perform phase 1 master planning and design for the county farmers market. She also summarized four separate public hearings on development plans (the recital of plan numbers in the staff recap is fragmented in places); the recap reported the following counts of public commenters and approvals: three speakers on one plan (recounted as approved), one speaker on plan “2601-0001” (approved), two speakers on plan “2601-0002” (approved), and four speakers on another plan whose identifier was garbled in the recap (approved). During the county manager’s report, Patrick said budget amendments were approved and tax rebates, refunds and releases were approved; the recap did not include dollar amounts or line-item details. Patrick also reminded listeners of a statewide outdoor burning ban in effect at the time of the meeting and noted that several roads were added to the state’s secondary road system (the recap did not list road names). Patrick said a motion was made to authorize the chairman to sign contracts exceeding the manager’s signature threshold; the recap records that the motion was held but does not state the recorded outcome.
