The council approved two traffic-safety measures following staff presentations and council discussion.
Valley Lake Drive at Windmill View: Staff noted the intersection is very wide (about 80 feet curb-to-curb), has obscured sight distance in one direction, and recorded two collisions in the past five years. While the intersection did not meet numeric stop-warrant points, staff recommended an all-way stop plus enhanced striping and crosswalks to improve safety. Council asked about resident support and vehicle queueing; staff said residents were invited and supported the change. The council adopted the resolution for an all-way stop.
Taft Avenue traffic calming: Staff proposed stop signs at Pauline and Renet Avenues and centerline/shoulder striping along Taft Avenue (about 2,000 vehicles/day) to reduce speeds; the expected cost was modest (staff estimated about $7,500 for the initial measures). Police reported about 20 enforcement actions during prior enforcement efforts (one speeding ticket, 17 stop-sign citations), most of which involved nonresidents. Council discussed LED-enhanced stop signs, additional monitoring and a stepped process (striping and stop signs first; speed cushions or humps as later options). The council approved the initial measures and directed staff to monitor results and return with data.
What happens next: Staff will install the signs and striping, monitor speeds/volumes with counters, and return to council with enforcement and effectiveness data. If speed and safety issues persist, staff outlined further engineering options (bulb-outs, speed cushions or speed humps) and enforcement steps.
