Housing staff presented the draft 2024–2028 consolidated plan and the FY24–25 action plan that set priorities for HUD entitlement funding. The draft recommends an estimated $1,229,000 in CDBG funds and about $689,000 in HOME funds for FY24–25 (actual HUD allocations pending). Staff proposed continuing neighborhood streetlight capital work and funding six service providers for shelter, senior services, meals and outreach.
Yanira Pilayo said the plan is required to qualify for CDBG and HOME and that staff will release the draft for a 30‑day public review and return to council for final adoption. Tim Ray of Meals on Wheels spoke in support of continued funding.
The council unanimously approved staff recommendations and authorized staff to publish the draft plan for public comment and to return for final adoption at a future meeting.
Staff noted the CDBG figures in the presentation reflect estimates and will be updated with final HUD allocations when available.
