Willard’s council approved Resolution 2026‑03 to update the personnel policies and procedures manual to reflect revised on-call pay practices for staff.
City planner/administrative staff explained that police and public works were operating under different on-call pay arrangements and that the current $63 per month stipend for some staff was no longer considered fair. Maddie (city planner/staff) told the council the change would move toward an hour/day pay for on-call days to better reflect time commitments and align practices across departments.
Councilors discussed the change as a staff-driven, operational update intended to be reflected in the handbook. A motion to adopt Resolution 2026‑03 was made, seconded and approved by roll call.
The resolution updates the personnel manual and authorizes the mayor to sign the resolution so staff can implement the revised on-call compensation approach. Councilors said they expect the detailed pay implementation to be included in next year’s budget discussions as needed.
