Albia hires Chariton Valley to update zoning code; council adopts hazard mitigation resolution

The Albia City Council on May 17 approved a contract with Chariton Valley Planning & Development to rewrite the city’s zoning and municipal code and unanimously adopted a resolution renewing Albia’s Hazard Mitigation plan.

Nichole Moore of Chariton Valley Planning & Development reviewed the scope and timeline for the code update and told the council the work would be completed by December 2021. Councilmember Brandon Williams moved to approve the contract; Mayor Pro Tem Merle Regenold seconded and the motion carried 5-0.

Moore also presented a resolution to renew Albia’s Hazard Mitigation plan and incorporate it into the regional mitigation plan. Councilmember Williams moved and Leslie Hill seconded to adopt the resolution; the motion passed with the same 5-0 vote with Dennis Conley absent. The resolution as described in the meeting materials renews the city’s participation in the regional planning process and updates local mitigation priorities.

Why it matters: Updating zoning and city code can affect future development reviews, permitting timelines and land-use regulations across Albia. Renewal of the Hazard Mitigation plan preserves Albia’s standing in the regional emergency-management framework and can affect eligibility for certain mitigation grants.

What happens next: The council approved the contract and resolution; Chariton Valley will proceed with the code update work with a target completion date of December 2021. The council did not identify any additional conditions or amendments to the contract at the meeting.
